Solutions:-

Cabinet Secretariat:-

1.      An anonymous writer is suggesting the government to make education, healthcare and social justice its prime targets to achieve. These are burning issues and have received no importance from the leadership. (21st August)

2.      Nosheen is suggesting moving a bill which gives the parliament veto power on all agreements and pacts making parliament more supreme in letter and spirit. (6th October)

3.      Mr. Ali Khan suggests: Planning: we need system for planning on daily, weekly, monthly, yearly and long term bases.

  • It should be, Goal Oriented Planning. We need to Plan on bases of S.M.A.R.T, i.e. specific, measurable, attainable, realistic and time-tabled.
  • Working: We need to create systems for our office work and decision making very systematic. Our Office procedures laid down and explained and our staff and the nation should know what kind of rights both have.
  • Here, he suggests that the first step could be automation of the process which should be completely computerized. So no one can tell me that files are lost or stuck ‘in’ some one.
  • Implementation: Promotions, pay raise and any benefits shall be given only if a government employee has achieved a certain goals based on S.M.A.R.T, as discussed above. Again make it a system. From laborer to chief secretary every one will get the same system. (8th October)

4.      Ayaz says to initiate on-ground development programs in FATA, NWFP and Balochistaan by building schools for boys and girls, and other medical and infrastructural programs.

o        Fund these through Edhi foundation, Imran Khan’s foundation and the Aga Khan Foundation. Give them enough money so that they can carry out
projects in true sense and not just do it for propaganda purpose. (9th October)

 

Ministry of Communication:-

1.      Babar Shaheen says that Pakistan needs to become a self-manufacturing state, having some manufacturing plants, taking into consideration the exponential growth of telecom sector in Pakistan.

o        In this scenario, if the taxes on imports of the telecom equipment are increased by may be up to 70 to 80% and duties on the telecom equipment being manufactured within the country are taken-off, investors will definitely seriously look into building manufacturing plants in Pakistan. (4th Oct)

 

Ministry of Defense:-

1. Mr. Sajjad suggests that send more army on the western border to an extent that the border with Afghanistan is sealed to an extent that is possible, seal the border and don’t worry about any criticism from the Mullahs. You can’t target Taliban when they can easily cross over the border and come back and regroup gain so SEAL THE BORDER COMPLETELY.

o        The army needs to spread out in FATA specially places like SWAT, talk to terrorists if they give up than fine, but if they don’t than go after them relentlessly without giving them more deadlines and until they are wiped out. No compromise on this.

o        Spread the army on the borders of the settled areas and the FATA region, check the inflow and outflow in each area.

o        Look for potential areas specially in Southern Punjab where terrorist are hiding and have enough followers and support

o        Need to target all banned outfits which are now operating under a different name. (8th Oct)

 

Ministry of Education:-

1.      An anonymous writer is suggesting to provide special funds for the “real poor” and youth to achieve scholarships.

o        One way would be to hold competitive exams for all classes all over Pakistan for the students belonging to certain income group.

o        There could be a model tests run at various locations, and it should not be difficult enough. (21st August)

2.      Shoaib says that there should be a good, cheap and uniform education in English medium throughout the country. (26th September)

3.      Mr Ali Sid suggests of an educational and awareness campaign at rural level which will change the mindsets of people there. War on terrorism is a war of minds so a fundamental and a long lasting change in behavior can only come about through education and awareness.

o        This education and awareness campaign has to be spread like a religion to all corners of Pakistan because it is only through this that we can change the mindset of an average Pakistani and change Pakistan in return and diminish the evil forces. (27th September )

4.      Mr Omer Feroz Sheikh writes that all the work over education departments has been done on papers and they file them. The entire system should be computerized. Databases should be implemented.

o        The govt. schools should renovate and there should be a check on the staff and teachers there.

o        Start an education program “Para Likha Pakistan” and ask some multinational companies and all those who are interested to step in and help the govt. (2nd Oct)

5.      Sardar Saad Kakar says that Invest in research and development, education, technology, we need scientists, inventors. (2nd Oct)

6.      Mr Omer Feroz Sheikh is of view that we need to improve our technical education people at times forget or fail to understand the importance of it. So we need to build more technical schools. (6th Oct)

7.      Mr. Ali Khan suggests that change the system of education: its not about schooling! Tell people what there right are. What governments have to provide them. How can they walk into a government office and tell their servants to serve them. Also tell them what they will get if they pay taxes. Be S.M.A.R.T, this means, give them what you promise them… and they will pay tax. (8th Oct)

 

Ministry of Environment:-

1.      An anonymous writer wants the government to take immediate notice of the presence of environmentally hazardous depleted uranium in Pakistan. (10th September)

 

Ministry of Finance:-

1.      Sadar Saad Kakar says to encourage local rich business tycoons to invest in products which we are importing, and ban all imports which are competing with local products. (2nd Oct)

2.      Rizwan Naeem says that there should be a reduction in jobless people by 20-30%, increase in per capita income 5 to 10%, 10% growth in GDP, and increase in education for 5%. (10th October)

 

Ministry of Food Agriculture and Livestock:-

1.      Rizwan Naeem says that concentrate over cotton crop to achieve 20 to 25% growth in foreign reserves.

  • Focus over developing hybrid seeds. Our lands are producing 30 to 50% less than other countries. Poor and weak seeds are major factor of this under utilization. You need to amend roll of Punjab Seed Corporation & other private firms. There is corruption noticed in this most important sector. No doubt corruption exists in all over world but this sector shouldn’t be compromised. This little sector can add maximum value. (10th Oct)

 

Ministry of Foreign Affairs:-

1.      Zohair is suggesting that there is a need to shrink the quantity of political appointees in the Foreign Service.

o        Considering the peculiar situation Pakistan finds itself in restrict political appointees to less significant capitals around the world instead of the most important ones.

o        Parliament should be one of the significant determinants of foreign policy as is the case in legitimate democracies. (27th September)

 

2. Ayaz says to make a case in all international forums that terrorism in Pakistan is being exported from Afghanistan and India. & Build very strong relations with China and Russia.

  • Our foreign ministry should tell US in categorical and in clear words that violation of our territory would not be tolerated at any cost and will be retaliated. (9th October)

 

Ministry of Health:-

1.      An anonymous writer is suggesting that there should be 2/3 room basic health units in rural areas where people are dying because of insufficient health services. (21st August)

 

Ministry of Housing & Works:-

1.      Arshad is indicating about the increase in the price of real estate and a common man can not buy a piece of land to make home.

o        The solution according to him for this issue lies in putting multiple tax on residential land so that one should buy only when one wants to utilize it.

o        This will also discourage resale of land files. (25th August)

 

Ministry of Interior:-

1.      Kamran says that govt should go to those places where these extremists are growing up – talk to their children and women and explain to them how those extremists are wrong, after all, women and children may just be able to get an understanding of what the established extremists do not. ( 4th August)

2.      Mr Ali Sid is suggesting that we need to do checking at all entry points of our major cities so that to protect them from colossal damages. (25th September)

3.      Mr. Faraz wants the government to own and support the families of victims of suicide attacks who earn just 3000 or 4000 rupees and lay down there precious lives for this country.

o        As a duty there should be a “Proper Fund Plan” for these victim families.  if we want to serve and save Pakistan we must believe and think as one nation and come out from provincial colonies and parochialism, cast, creed, breed , language, sect. etc. (25th September)

4.      Mr. Sajjad Riaz thinks that Police reforms and a strong police will help to restore the confidence of ordinary Pakistanis.

o        Future security strategies should be vigorous and vital aimed at calling a high rank meeting with all the police chiefs from all provinces and major cities such as Lahore, Islamabad Karachi and others quite often, increasing in the police budget, installation of CCTV Cameras in all major towns and slowly all over Pakistan, keep modern fingerprint machines at all police stations and check posts, more patrolling by the security personnel.

o        A strong eye can be kept on terrorist activities by making police more powerful and enhancing their professional abilities by proper training making them capable enough in taking their own initiatives and implementing their own security plans in their own respective cities as per required.

o        On broader level more army should be on western side, FATA & Swat, closing down of Maddrassah’s that spread hatred and make suicide bombers on the basis of Quranic teachings and no display of weapons in Pakistan even the tribal areas will help in the long run as well. (25th September )

5.      Mr. Shoaib emphasizing the role of media that it should realize the gravity of the situation by on airing logical and sensible programs, no one should be allowed to dictate their interpretation of Islam on others and play a responsible role.

o         He is also suggesting that there should be peace treaty with all the peaceful forces in NWFP by taking them into confidence, putting the onus of peace on them and implementing developmental activities on a war footing. (26th September )

6.      Mr. Shahid suggests empowering and educating the police but at the same time it is very important to make sure that they don’t abuse their powers. They need to understand that with power comes great responsibility. Comprehensive training program for the law enforcement agencies is what will make the worsening situation better. ( 26th September )

7.      Mr. Rehman Ata Tung is of view that religious extremism can be curbed if we stop the war against them as nothing has been proved so far but only its accelerating with time and taking on all over the country now. These war tactics are not result oriented effecting country’s economy badly. (26th September)

8.      Mr Zohair wants that foreign affairs and defense ministries chalk out their respective strategies regarding foreign policy relating to sovereignty and security issues, these policies are debated over by the ministries among each other and final draft of proposals is submitted to Executive by the Foreign minister for approval.

o        Defense minister should represent consensus view of all departments under his ministry including the military. The lack of consensus needs to be addressed and defense minister should be quick to come up with consensus proposals of all departments under him, then only should these proposals be debated upon with the foreign ministry.

o        Pakistan needs to be able to deal with different countries using the suitable approach depending on bilateral relations, ground realities and its self interest.

o        Pakistan should pursue complex interdependence with countries like China and Saudi Arabia considering these countries’ long lasting strong relationships with Pakistan.

o        Government should promote economic ties with U.S and be its ally in war against terror as this stance will work in interest of Pakistan, but it should be strong enough to adopt realist approach of keeping its security and sovereignty foremost. (27th September )

9.      Mr. Salman Mansoor writes that the West & particularly America should leave Pakistan Tribal Areas & Afghanistan. Their presence is aggravating the crisis situation. (27th Sep)

10.  A. K Mohsin Says that Leaders need to lead from the front to save and strengthen our country. Our leaders should have unity on Pakistan’s sovereignty and safety. (30th Sep)

11.  Syed Anis us Rehman suggests that in northern area FATA and Swat, if we like to stop war procedures and cut out supply we must built up mine in our border and inform our tribal people that for 2 years no one can cross border till we built up and finish terrorism in Pakistan, There should be no border crossing and no supply of stuff by and to any western alliance. Empower the people there and train and educate them to fight this war till it spread its wrath all over Pakistan. (4th October)

12.  Nosheen suggests that to counter terrorist networks in Pakistan is not difficult task.

o        No rocket science is required to figure out its solution. Our Local Government System offers its best solution.

o        There should be a counter terrorism officer in every Union Council. This counter terrorism officer should not be an elected member rather he should be selected by elected body of UC for maximum four years.

o        Government should train these officers to get better results. (This solution can’t be applied on Tribal areas; this is only for settled areas).

o        Qualification of Counter Terrorism Officer is also very important. He should be retired military personnel or served military for minimum 5 years. He should be the resident of that particular UC for minimum 10 years.

o        His functions should be to have a proper record (including copy of NICs) of numbers of people living in his UC.

o        Not a single house can be sold or given on rent without bringing into his attention. For this he should coordinate with property dealers in his UC, it will help him to have information about owners and paying guests of his area.

o        He should coordinate with police station of his area. If he spots any danger in his area he should inform higher authorities, higher authorities doesn’t mean police station, for this purpose ministry of Interior has to establish counter terrorism departments at district levels.

o        This department should have a special anti terrorism squad with sophisticated weaponry and training. On information (more importantly conformation) of that counter terrorism officer, this squad should take a proper action. Counter terrorism is not that difficult especially when general people are against it and people of Pakistan are against it. (6th October)

13.  Mr Ali khan suggests training The Police: Less People More facilities! Hiring 1000 police men will not do any good if 10 of them have gun and 990 have baton? Get 20 hired give them 20 cars give them pay for 40 and facilities for 30, this is for sure that these guys would do much better then 1500 police men. (8th October)

14.  Ayaz suggests taking the FATA MNA’s into confidence and holding a major conference inviting leaders from various tribes in those regions. Work out a detailed step-by-step truce plan with those leaders and hold them accountable to it. (9th October)

Ministry of Law, Justice & Human Rights:-

1.      Mr Zeeshan says that our justice system has been unable to provide justice on time and to the right person. He says that our justice system should work under Sharia Laws and Jirgah system just to get the results as early as possible. He is of the view that this kind of justice system will help us to solve security problems in our tribal areas so that there will be no need to bomb these people. Depleting law and order situation around country can be proved if we have active and fair justice system. (22nd July)

2.      Mr Ali suggests for a better judicial system that it should be completely computerized and automated. Do this via supreme judicial council, as the constitution says not the Supreme Court. (8th October)

 

Ministry of Religious Affairs, Zakat & Ushr:-

1.      Sardar Saad Kaakar says that a law should be passed that only educated responsible should be preaching Islam and guidance to people

o        Arabic should be made our national language ( should be in longer term plan )

o        Any contradictions of present constitution with Holy Quran should be abolished, Infect its time for us to have Quran as our constitution.(2nd Oct)

 

2.      Hassan Says that a lecture of half an hour on any topic of Quran must be delivered in every school colleges universities including private institutions too; it can be helpful to resolve the terror problem. (3rd Oct)

 

3.      Mr Sajjad says that we should not hesitate, with the help of peaceful citizens start closing down maddrassah’s who only teach the QURAN as teaching only the Quran is radicalizing young people and they can easily be turned into suicide bombers.

o        Nazims and local village elders should be given the task on inspecting maddrassas and what they are teaching

o        From local level the unnecessary building of maddrassahs hould be stopped, different maddrassahs for different sects should not be allowed within sight of each other

o        Madrassah should register itself

o        It should not advocate hatred for others

o        All education should be compulsory in a madrassah both DEENI AND Dunyawi.

o        Any madrassah just bent on teaching the QURAN can do so on evening class basis or on the weekened, no madrassh should be allowed to get young kids to stay their learning the Quran and nothing else all their lives, they are taking their future away from them and only giving them one option of becoming a extremist maulvi who grows up and spreads hatred everywhere

o        The source of the funding should be the government if not than the source of the funding should be known to the local government representatives

o        The planning permission should be taken from the local government or local villagers before building the madrassah

o        Spread of too many mosques and madrassah should be stopped as they are mostly empty and most are built to spread hatred against each other. NO COMPROMISE.(8th Oct)

 

4.      Ayaz is of view that all Zakat money should be allocated to FATA, NWFP & Balochistan for then ext 10 years to promote development in these regions. (9th October)

 

Ministry of Tourism:-

1.      Arshad suggests developing other potential areas such as Gorkh hill station in Sindh,

o        Dual way to reach Skardu-Gilgit. (25th August)

 

Ministry of Water and Power

1. Amir Hassan Khan suggests that the country needs a quantum jump in electricity generation in medium-term scenario to revert the possibilities of load shedding in future due to shrinking gap between demand and supply of electricity at peak hours. (9th Oct)
