Charge sheet against coalition government by PML on the 100 day mismanagement and betrayal to the people of Pakistan.
More misses than hits. confusion, lies and betrayals on key election promises. Crisis of leadership leading to Price hike and Law and Order issues. Hardships increased for awaam.
1. Ensuring peace in the country and eradication of terrorism will be top priority, as war against terror is country’s own war.

Government Officials Statements
- 22nd May: “Congratulations, we have reached an agreement,”, “Swat was the only district shattered by violence and the poor law and order, which was also affecting the rest of the province. But now the agreement would restore peace,” Bilour.
- “The agreement with the local tribes in the NWFP was part of the multi-faceted policy of the government to restore peace, as all the issues cannot be resolved through force alone,” said Sherry Rehman.
- 10th June: Adviser to the Prime Minister on Interior Affairs Rehman Malik said the government has scrapped a peace deal with the local Taliban in Swat
- Reacting to the statement of Rehman Malik, Adviser to the Prime Minister on Interior Affairs, about the ‘collapse’ of peace deal with militants, the Tehrik-i-Taliban Pakistan (TTP) on Monday threatened to strike back and attack the government installations and law-enforcers in the federal capital and elsewhere in the country, except the Frontier province.
International Community Response
- 26th May: Nato spokesman Mark Laity urged Pakistan to avoid agreements that “put our troops and our mission under threat”. He said Islamabad must take the alliance into account when it makes such deals.
- 29th May: A US senator Carl Levin has charged the Pakistan Army and the intelligence with supporting the flow of Taliban across the border into Afghanistan and said he had little faith in the new peace agreements between the Pakistan government and the Fata militants.
- 29th May: The United States is skeptical of a peace deal signed earlier this month between Pakistani authorities and Islamist militants, a State Department spokesman said.
Statements of Taliban Groups after Peace Deal
- 23rd May: “The Tehrik-e-Taliban Pakistan is a Taliban movement which is operating in the whole country, and the Swat Taliban are also the integral part of it,” the spokesman for the Swat Taliban, Muslim Khan, told The News by phone. He threatened that they would pull out of the peace accord if the talks between the government and the Waziristan-based Taliban failed. Certainly, we will end the peace accord if the federal government and the Taliban in the tribal areas do not reach an agreement,” he added. He said the attack on tribal militants would be deemed as an attack on the Swat Taliban. “How is it possible for us to act as silent spectators if our brothers in Waziristan are bombed?” he asked and vowed to extend full support to them.
- 26th May: Baitullah Mehsud’s admission that he was sending fighters to Afghanistan is likely to create problems for Pakistan and increase the US pressure on Islamabad to give up its peace talks with him.
- 29th May: Militants fighting security forces in Darra Adamkhel Wednesday announced ceasefire after successful talks with the government, promising cooperation with the law enforcement agencies in restoring the writ of the government. “We are announcing a ceasefire after the tribal jirga assured us that the government would no more use force against your people, spokesman for local Taliban told The News. He said militants were reluctant to trust the government as a few days back they, on the demand from the jurga, announced a ceasefire but the government backed out of its commitment and resumed military operations and demolished housed of their senior colleagues.
- 30th June: Accusing the government of violating the peace deal, Tehrik-e-Taliban Pakistan announced ending peace talks and scrapping accords in the tribal and settled areas of NWFP.
- No govt opposition-committee made on the subject despite govt commitment to do so in parliament on the day he did wrap of Bajaur adjournment motion.
- Swat residents and Peshawer residents frustrated at violence and violence threats and potential. July 3.
- Kidnappings up in cities
- Lyari based groups believed to be hitting Karachi businessmen. 38 high profile kidnappings in 2008 alone.
- International image of a dysfunctional govt which is not governing and thus militancy rampant (New York times report June )
- Settled areas and tribal belt growing further apart in terms of systems of govt
- TTP thinking of making a Shura in Mohammad agency
- Shariat in Malakand
- Coalition has the same strategy on war on terror as PML. Multi-pronged approach with political negotiations, socio-economic development and military might. Only difference is ANP govt in NWFP vs MMA govt.
- PMLN differs on WOT with PPP from the very beginning and doesn’t want to be a part of its strategy:
- Voicing reservations over the so-called war on terror, Nawaz Sharif said the new parliament would review several actions taken in the past, including the ongoing war on terror and the operation being conducted in the tribal areas. 24th March
- Nawaz lamented that people in Pakistan are mercilessly being killed in the name of war on terror.
- Nawaz said the government does not want its people to be made targets of missiles and rockets in exchange of giving peace to others. He said a parliamentary committee would be formed to review Musharraf’s policies including war on terror. “A parliamentary committee will be set up to examine country’s role regarding war on terror that will give its recommendations keeping in view national aspirations,” he said. 26th March
- No ownership of PMLN or JUIF in PPP war on terror. PPP statement at odds with stance of rest of coalition. Main accusation from coalition partners of PPP that parliament not consulted on War on terror and policy made in unison. PPP stresses importance of parliament and yet no committee made to study this issue in detail:
- The United States would respect Pakistan parliament’s stance on the war against terror if the issue is discussed in parliament,” he said. “It is a wrong perception that we are fighting war for any other country. The PPP understands that it is a war to protect our own people and the country from terrorists,” said Asif Zardari.(TN) 29th March 2008.
- Zardari said the PPP feels that terrorism has become more dangerous for Pakistan than for any other country, as it has reached the streets and the cities. “We want to confront terrorism with the cooperation of the world community but parliament will decide about the procedure,” he added.(TN) 29th March 2008
- Zardari said the war on terror is our own war as our own people and children are becoming victim of terrorism. Replying to another question, he said the PPP stance on terrorism is the same what the people of Pakistan think it should be. “We will protect sovereignty of Pakistan at all costs,” he added.(TN) 29th March 2008
- The Awami National Party (ANP) has complained that it was kept in the dark by the federal government and intelligence agencies regarding peace talks and deals signed with militants in Fata despite being part of the PPP-led ruling coalition at the Centre and at the helm of affairs in the NWFP. May 20, 2008
- Whilst Sherry Rehman says NWFP behind operation ANP disagrees. July 3.
- Nawaz slams Bara action and rules out presence of foreigners in FATA. July 3.
- Zardari says Pak Petri dish for world terror. July 2 2008. Acceptance of militancy likely to reduce investor confidence and affect markets.
- Balochistan refusing to accept Interior Advisor’s choice of IG.
- PML-N and the JUI-F, have made it clear that they had not been taken into confidence on the ongoing operation. Khyber military action unnecessary: Fazl June 30 2008
- PML-N kept in the dark about military action: Ch Nisar July 1 2008
- Bara operation a drama: JUI-F July 1.
2. Special package for tribals to control poverty and illiteracy, which will be an important pillar in war against terror.
- No package announced yet for tribals. PML’s Pakistan Development Plan 2007 had laid ground for FATA development project. GoP has not even pushed for ROZ legislation in Congress with better labour laws which currently will affect Pak severely.
3. Employment for jobless, homes for homeless and education for the illiterate.
- Employment mechanism most dubious with Employee Placement Bureau under target for pushing political PPP workers into govt jobs.
- Quota ban and yet adverts for govt jobs being given.
- Adverts given for govt jobs by Cabinet division, which Ministries have not approved and are not aware of. Thus adverts being given for jobs which have not been created yet.
- Homes being given to govt employees with advance payment of Rs 50,000 which they will not be able to afford. As well as Rs 1000 being taken non refundable which will create huge pool for govt. taking from govt servants to give back to them. Same way as Benazir fund giving to poor what govt has taken from poor through 1% increase on GST.
- No new mechanism given for education.
- Education budget: Pittance increase on education 0.5% despite all tall election claims of 100% increase (Minister from N) PSDP education decreased by 1%. 2.2% of total outlay.
- The Global Monitoring Report issued by UNESCO places Pakistan at number 120 out of 129 countries at the lowest rung of the international literacy ladder. Pakistan will be one of the 25 countries which may fail to achieve any of the goals set by the World Education Forum. Academicians expressed their grave concern over the allocation of inadequate budget for education sector in the new fiscal year and said that insufficient budget for higher education sector has exposed the priorities of the federal government as it has earmarked Rs 24.6 billion for this sector in the federal budget for 2008-09, which is just Rs100 million more than last year’s.
- “Literacy ratio in Pakistan still remains at 50 percent, mainly because of small budgetary allocations, lack of political will and delays in disbursement of funds, according to Unesco.
4. No tolerance for unjust distribution of money and ensuring social justice, besides providing opportunities to people for development and prosperity.
· Price hike galore with promises of prices to be halved all lies.

5. Establishment of real democracy in the country and maintaining balance among state institutions.
· Real democracy means no political victimization, of which we have witnessed plenty of examples: Leader of Opposition not notified in Punjab Assembly, by-election management by govt, Sindh and Punjab MNAs being victimized.
· Democracy is giving parliament its supremacy. All decisions are taken outside parliament and meetings outside country. The statements of coalition are at odds with their actions:
o Nawaz Sharif said that new parliament which would be supreme body in formulating the laws has numerous challenges like price hike, foreign debts, extremism and terrorism to address. He said in future all the decisions would be made in the parliament and no individual would be allowed to take decisions of national importance. He said all the issues, including war on terrorism will be debated and decided in the parliament. 25th March.
· Democracy is accepting President as part of parliament and yet derogatory confused statements about President by coalition.
o Zardari, however, showed some restraint while talking about Musharraf and said he did not believe in “personal agendas” and believed in the office of the president. He said the PPP wanted everybody to work in harmony.(D) 10th March 2008
o Zadari said that President Musharraf had a role to play in the new set-up and “we want to maintain the status quo”. “We do not want confrontation with anyone for the sake of Pakistan. It does not necessarily mean that we support President Musharraf. Whenever we manage to get a two-thirds majority in parliament, we will think about impeaching him,” he said. 20 April 2008
o Zardari denied any personal relationship with the president but added that the prime minister and the government has a working relationship with him. 12th May 2008
o Mr Zardari told the PTI that President Musharraf was a “relic of the past” standing between the people of Pakistan and democracy and there was tremendous pressure on the new government to ensure his ouster. He said that although Musharraf still held considerable powers, the PPP-led coalition had to abide by the wishes of the people who wanted the military ruler to leave his post. “He (Musharraf) has taken off his uniform thanks to the dialogue by my wife (Benazir Bhutto) and the world pressure,” Mr Zardari said, adding: “But that doesn’t make him (Musharraf) into a democrat or a civilian president. That doesn’t mean that his presidency is legal. I have a tremendous amount of pressure from the people of Pakistan.”(D) 23rd May 2008
o PPP co-chairman Asif Ali Zardari said on Sunday that the PPP could muster the support of as many lawmakers as required for impeaching President Pervez Musharraf, but hastened to add that his party did not want to do that in order to avoid what he called a political upheaval (D). 26th May 2008
o Zardari has said the day is not far away when the PPP would induct a man of its own choice in the presidency.(TN) Asif said the first thing the new President would do after assuming his office was to chant “Jeay Bhutto” in the presidency in the presence of Bilawal, Asifa, Bakhtawar and the PPP workers. 17th June 2008“Presidency is the right of the PPP and Sindh.” 23rd June 2008
o PM says on June 11 that President part of parliament.
· Democracy is accepting Local govt as grassroot democracy and yet demands of abolishing this system have been heard during 100 days: all this without realizing impact on women counselors and others.
o Local Councils Association Punjab says conspiracy being hatched by bureaucracy against LG system. July 3.
· Democracy is Maintaining balance within coalition partners; this is an integral part of democracy which is not happening with cold war and cabinet ministries being given up by PMLN. Both partners at odds:
o Nawaz: “PPP failed to keep its promise and that is why we have decided to part ways with the coalition government.” 12th May
o Proof of Better days when coalition gave semblance of getting along at beginning of 100 days: When pressed by the media, Mr Zardari smiled and said: “My prime minister will be Mian Saheb.” And Mr Sharif responded by saying: “I would like Asif Zardari to become the premier.”(D) 18th March 2008
o Zardari: “Any political relationship is always based on self-interest. Coalition politics is a very selfish phenomenon. Obviously, the popularity game and the game to win hearts is a two-way race and whoever wins, wins.“ So, therefore, everybody does, some less and some more, these (things so) that they can show a perspective of themselves that can get them more populist positions. That jostling between our party and Nawaz’s party goes on.” 23 May 2008
o ANP may also quit cabinet – July 3 2008. issues over ministries, judges, military ops in FATA.
· Democracy is all about national reconciliation. PML national reconciliation not reciprocated by govt. Vote given to PM and election results accepted, but no reciprocation. Only political victimization.
· Democracy is meritocracy. No meritocracy. Many examples of jiala favoritism in Sindh and Shabaz favoritism in Punjab. Newspapers full of examples everyday. Latest on July 3 is on CM Sindh giving extra favours.
· No relief for awaam and yet relief for leadership of PPP through withdrawals of cases and reinstatement of all properties and bank balances.

7. Also to launch campaign to save 500 megawatt electricity this year to control load-shedding.
- No writ of govt in implementing closure of markets at night on time. Plan not well conceived and ownership not taken of businessmen thus failure.
- Energy saving bulbs not distributed in population in a volume which will save the targeted amount.
- Cabinet rejected Energy saving plan of Ministry.
- Generator sales up and being utilized by govt higher officials and Ministers. UPS sales up but no commitment by public to reduce electricity consumption because no faith in govt.
- Industry not in shift system yet as committed by govt.
- Black marketeering of all equipments thus not saving energy. Using same amount but off private generators.
- Govt not even generating as much as PML govt 15000MW generation of PML down to 11MW and even less. ‘horrible 59% fall in generation capacity”. 2500MW closure during their days due to non payment between WAPDA and IPPs Eventhough capacity there. Mismanagement.
- After 100 days are over a committee is being set up to lookinto KESC failures of load shedding!
- Violent riots continued at various localities in the metropolis against power outage as Karachiites have been suffering more than 8-hour long loadshedding in a day. People spent sleepless night due to the mid night loadshedding while a KESC sub-station in Lyari near Khadda Market caught fire after several blasts due to overloading. June 13, 2008
8. New investment to be invited for work on Kaiti Bandar.
· No progress.
· Flood management early warning systems not in place despite parliamentary speeches.
