Dear Honorable Madam Speaker,

 

I attach herewith a Report on the ‘Cross Party Delegation to China’ (November 16-26 2008). Would appreciate your guidance and support on implementing the many ideas and initiatives launched during the trip including the primary one namely, the Pak-China Parliamentary Caucus.

 

We are grateful to the Ambassador of China in Pakistan his Excellency Mr. Luo Zhaohui who arranged this Delegation through the Communist Party of China International Affairs Division. We would like to thank our Ambassador in China for his support as well.

 

Very special gratitude to our hosts the CPC who made this trip a real success by tailoring it so graciously to our requirements. Their hospitality will always be warmly remembered as a testament to our countries deep strategic partnership.

 

My delegation members and I, remain committed to Pak-China bilateral strengthening and the collaborative effort on Asia Vision 2020. We pledge to work tirelessly to taking this relationship to greater heights for Pakistan’s development and regional stability.

Cross Party Delegation to China (Nov 16-26)

 

Delegation Members:

  • Head of delegation: MNA Marvi Memon PML
  • Members: MNA Talat Iqbal PPP, MNA Syed Haider Shah ANP, MLA Ibrahim Sinai  Northern Area Minister.
  • PMLN MNA Hanif Abbassi, FATA MNA Chitan, had confirmed but cancelled in the end due to personal emergencies. MQM was not able to provide an MNA.

  • Beijing, Shanghai and Urumqi as guests of the Communist Party of China.

 

Visit schedule and follow ups:

  • Day 1: Beijing

Visit of the Great Wall of China, Acrobatic show in Beijing.

    • Encourage acrobatic tours to Pakistan and cultural exchanges through respective embassies.
  • Day 2: Beijing

Meeting and banquet breakfast with Vice-Minister of the International department of CPC Central Committee Li Jinjun. Ambassador Masood Khan accompanied delegation.

    • Birth of Pak China Parliamentary Caucus (PCPC) idea. To be formalized with guidance from Speaker National Assembly. (MNA Marvi Memon to submit to the Speaker a proposal for its setting up.)
    • China model explanation as given in meeting to be studied by Pak-China Parliamentary Caucus research team (PCPC-RT) and learnings for localization to be given to PCPC.
    • Regrets conveyed on behalf of govt for the kidnappings of Chinese nationals and assurance given for fast resolution. PCPC to be informed by Interior Advisor.
    • Special Economic Zone progress for China to be fast tracked and conveyed to PCPC by Ministry of Commerce.
    • Appreciation given for assistance on Balochistan quake. PCPC to be given account of fund utilization by Cabinet Division.
    • University to University web of collaboration proposed. Embassies to give feedback and Ministry of Education to keep PCPC informed on progress.

Meeting with DG of the International dept of CPC.

    • Power projects: List of WAPDA projects given to CPC for participation. PCPC to be kept informed on participation of China in any of them by Ministry of Water &  Power
    • Bhasha-Diamir, Thar coal and small dam assistance from China requested. PCPC to be kept informed.

Meeting with Vice-Chairman of the Foreign Affairs Committee of the National People’s Congress (NPC) Ma Wenpu.

    • PCPC idea further institutionalized and given support by Chinese leadership.
  • Day 3: Beijing

Visit to the Forbidden City

Peking Duck Lunch and meeting with DG

o        Nazim–Shizhaoang concept proposed.   Model 1 to be set up in Gilgit with assistance of Ministry of KANA for technical exchanges on clean drinking water project, garbage disposal turned into energy, health, school, small dams, agriculture packaging, processing, cropping technique and language cooperation.

o        Chinese Youth League Language volunteers offered for this purpose by DG.

Visit to Beijing 2008 Olympics stadium Bird Nest and Water cube.

Dinner by Ambassador for delegation. Meeting with Chinese Media.

 

·         Day 4: Beijing/ Arrival in Shanghai

 

·         Day 5: Shanghai

Visit to the Honzquin Economic Zone:

Meeting with Shanghai Tei Bo New Energy Company producing electronic charged batteries.

o        Similar companies in Pak to be collaborated with for joint ventures. PCPC to be kept informed by Ministry of Commerce for incentive policy.

Meeting with Cartoon 3D animation company:

o        Joint venture to be solicited for producing animation on Indus/Chinese civilization. Ministry of Info to keep PCPC informed.

Visit to Suzho creek  environment rehabilitation project

o        Lyari River success transfer through joint collaboration. Ministry of Environmentand District govt Karachi to keep PCPC informed.

Visit to the Culture Community Centre:

o        Possibility of success transfer in our Districts.

Banquet dinner held by Mr Wang Zhongwei Member of the Standing Committee of the CPC Shanghai.

o        Scientific Development Outlook discussed. PCPC RT to analyze inclusion in Pak Vision 2020.

·         Day 6: Shanghai

Meeting with Shanghai Academy of International Studies and meeting with President Dr Yang Jiemaian and faculty of South Asia.

o        Strategic Intertwining concept launched through paper. China’s Asia Vision 2020 to be analyzed by PCPC-RT and demographic and resource profiling to be accomplished. Planning Commission to keep PCPC informed. Scientific Development Outlook to be merged with EM.

Visit to the birthplace of CPC

Cruise on River to see urban development of Shanghai.

o        Development of similar project in Karachi waterfront to be examined.

 

·         Day 7: Shanghai/Urumqi

Visit to the Shanghai World Financial Observatory

o        Highest building in each city to have Observatory concept for tourism purposes.

Visit to the Urban Planning Centre

o        Follow up on Expo 2010 time critical. MOFA and Ministry of Commerce to keep PCPC informed.

o        Metropolitans Urban Planning to be examined.

Flight to Urumqi

 

·         Day 8: Urumqi

Meeting with Xinjiang Ethnic Religious Affairs Committee of Xinjiang Uygur Autonomous Region.

o        Peaceful mainstreaming of ethnic groups discussed. Provincial autonomy and mainstreaming of problematic areas to be tracked by PCPC.

Women Federation Meeting

o        Agenda presented for sharing experiences and programs: population planning, traditional crafts, rural cropping techniques of women doing businesses from their gardens, entrepreneur leader’s exchanges. Northern Area women to be included in program.

Visit to Chinese Academy of Science Xinjiang Institute of Ecology and Geography

o        Collaboration with Climate Change Institute Isb for success transfer on glacier protection. Ministry of Environment to keep PCPC informed.

Banquet Dinner by Member of the Standing Committee of Regional Party Committee Mr Xiaoketi

 

·         Day 9: Urumqi

Meeting with the Youth League

o        5 point plan proposed: green force, entrepreneur exchanges, media culture promotion, sports, and university webs.

Visit to the Museum of Urumqi

o        Similar museum to be set up in Northern Areas and tourism promoted for this region.

Visit to the Export Processing Zone

Meeting with Fruit processing company

o        Raw material provision to be examined for Northern Area fruits.

Meeting with Medical University of Xinjiang

o        4 point plan on health: exchange between this university and one of ours, research and development of herbs from Northern Areas based on catalogue and on ground availability, setting of similar facilities in Northern Areas, launching of Chinese herbal medicinal training programs.

Visit to Xinjiang Hospital

Meeting with Pharmaceutical company

o        R&D collaboration on herbal medicines for Northern Area production.

Visit to Grand Bazar dinner folklore.

 

·         Day 10: Urumqi/Islamabad

Return to Islamabad
