Toll Peshawer 2pm. Welcomed by Additional secretary general Intikhab Khan.  Enroute darulAman peshawer to distribute warm clothes. I had promised to come to Pwr this month and I just made it with assembly session done. Enroute pwr on motorway I reflected on my mission. I was hear to say the toguh but right things so that all of us would bandwagon them and de-talibanize our country. My msg which I carefully drafted this morning was clear. I thought of how so many men and women in nwfp were hostage to talibanization. Fata too. It was our job to set the record straight. My family was not thrilled about this trip but then if I wasn’t going to have the guts to say the right things and get a bandwagon on the same I shld hav stayed out of assembly and politics. I saw the land across from motorway. It was as much a part of pakistan as any district of punjab enroute lhr on motorway yet security situation made all tense.

My aide noticed the dry Indus and was shocked. We had so much work to do on delta too. Made me think of the synonmous beauty of indus across from north to south. We were dependent on it from gilgit baltistan down to kotri for our sustenance. Thus we had to share it responsibly. We listened to pushto music on the way and I thought of our rich culture traditions and then I thought of talibans or so called talibans. The country had to have a shared vision a definition. We had become too fragmented. We had to regroup under shared values and it was this which was our task as politicians.

Arrived at function. Rotry made me honorary member. After the gift ceremony to kids/orphans who were (some of them) victims of Taliban excesses gave a talk …

Children were Pak’s future and we owed it to them to fight for a safer Pakistan.

my message was…

Swat Talibans being used by RAW.

•       Afghan Talibans are a reality. No doubt US has been in touch with
these Talibans through their friends like Saudi and Pakistan. For
regional long term stability it’s important to bring them onboard and
in mainstream Afghan politics.
•       Swat Talibans cannot be called Talibans since they are criminals
working minus an ideology.
o       If they were Talibans then they would accept Rasool’s (PBUH) first
words ‘Iqra’ and would never burn schools. Rasool (PBUH) made first
educational institute called Ashabe Suffa. Rasool (PBUH) also made
education compulsory on each Muslim man and woman. These ‘Talibans’
are ignoring this. We cannot allow them to destruct educational
institutions. Those who are followers of Rasool (PBUH) they build
educational institutions and not destroy them.
o       Islam is not dependent on force or the sword. It’s a peaceful religion.
o       There is no allowance in Islam for killing prisoners who have
specific rights. They certainly cannot be slaughtered so barbarically.
These so called Taliban’s activities are not Islamic.
o       They are using Islam wrongly since ‘There is no jabr or force in Islam’.
o       The Swat Talibans are actually pursuing enemy agenda. And are being
used by RAW.
•       Pakistan’s religious parties are currently all working through the
political system and believe that only through the vote can they bring
the necessary changes. In this dispensation to pick up a gun against
the state becomes un-Islamic. Atati Amir.
•       Islam is a religion of peace. How can they talk of spreading Islam
when they are spreading violence and chaos and breaking writ of state.
Swat’s violence has destroyed Swat’s peace. People are migrating.
Economic misery is rampant due to these so called Talibans. They are
neither Talibans nor Muslims.
•       We demand that government should release all evidence which proves
that Swat Talibans are linked to RAW. India is using Talibans in Swat
for Pakistan’s destabilization.
•       FATA, Swat and Balochistan are rampant with RAW agents. Government
must release evidence. Parliament will back government on elimination
of such Indian state terrorists. Due to government defensive policy
India is increasing its belligerence.
•       We call upon all the political leadership to back government in its
efforts to eliminate such criminals rather than allow them to hold
innocent civilians hostage to their barbaric violence.
•       I appeal to the true Muslims within the Talibans to drop violence
and start practicing true Islam and help establish writ of state.
•       We as political parties must be united. I am not here for political
point scoring.
•       Government performance can only improve if all political parties
rally against these criminals and strengthen the government to come
down harsh on them.
After the function media briefing went for typical late lunch on riverside. Delicious saag ghost fish chicken.

Hit the motorway. Short trip but for me an important milestone. Some think its a crazy thing to talk against talibans. I feel its the only honest thing to do to save Pak from further fragmentation and doom. I hope all parliamentarians irrespectiv of party join in on this jihad.

Parliament- raised issue of India blocking waters and gave names of power projects- asked whether govt doing anything to raise this issue with them. Seemed a lukwarm non committal response.

Raised issue of resolution which political leadership had signed since a week but govt was not passing- more in Article section on this

Session ended- submitted questions for next session.

BB income forms being sorted- what a waste of money spent on admin of this PR effort- would like to know what percentage of total it is- and how giving same funds into direct subsidy would have been more transparent and productive. anyway. they are in govt we are not- we can only point out there mistakes!

Woman caucus – useful recommendations on acid burn issues from all parliamentarians- myself and justice fakhrinisa will work on joint bill for the same which will make caucus productive.

Parliament session…certain minister scuttling Kashmir resolution. will keep trying because its important for our dignified fp.

Painful parliment session- the entire parliament said yes to resolution on envoy for kashmir..but one govt person whose ego didnt allow me going to other leadership before him blocked. anyway for state will keep trying

As environement sub-cttee, have taken notice of the deaths of pregnant women in Manchar lake area due to lack of health facilities and the pollution related diseases.

Northern Area meeting in the morning – gave tasks to President/Secy gen GB.

Parliament- raised issue of shia killing in Quetta- got dua done on it- Raised issue of US cuts in payments on WOT bill- no answer by govt on this.

Got unanimity on the resolution for Kashmir- quite a task it was- will present soon.

Meeting of PML parliamentary cttee on future action plan- wait and see decision- We are independent and would like to remain indpt of either side. We will not be used by either of the two sides who frankly are wasting the public’s funds by their squabbles. in the mean time governance is suffering.

Resolution being moved by me on behalf of my party and to get unanimity with other parties on Kashmir resolution thru US envoy  :::

Resolution

 

This House resolves to ask US President Obama to send a US envoy on Kashmir or to include Kashmir’s resolution in the mandate of the US envoy on Afghanistan and Pakistan.

Subject:            Misappropriation of funds for quake victims of Balochistan

Dear Honorable Mr. Prime Minister,

 

 

After my recent visits to quake hit Ziarat and Pishin districts, I am of the responsible opinion that the Balochistan government has not been giving you correct facts about handling of quake victims. Whilst relief goods probably reached the victims, the compensation and survey process has not been carried out properly. And thus the reconstruction will also be problematic.

 

I met many victims who were surveyed wrongly: the survey shows one head of family thus one check given by government whereas in fact 6 or more married sons live in same household thus deserving 7 checks. The second issue was that checks paid were wrongly issued with duplicates. As a result check verification process has been started by the DCO causing check blockages and many delays resulting in credibility of transparency. Many victims are asking for re-surveys as a result of these discrepancies of data.

 

There are hunger strikes going on in Quetta by quake victims which have not been dealt with by government; and there is hardship due to snow. All of which I witnessed in my last trip Jan 20, 2009.

 

I also understand there are international donors involved which would affect the credibility of the Pakistan. There is an immediate need for the government to fix the irregularities in this process and give the compensation due to the victims rather than Balochistan government hide the facts from the centre. I have raised the issue on the floor of the house already.

 

I attach copies of letters as proof of irregularities with the hope that the victims will be duly compensated and not further harassed by district administration.

BB income support forms being sent which belonged to this area to NADRA .  And names for district PML President also being asked so that reorganization efforts can get under way.

Parliament

1- was very busy getting approval for resolution on kashmir from party heads. Except one party leader who was busy with own swearing in managed to get approval from all others including govt and PM.

2- missed my question on IMF but raised it better as point of order asking comparison on 1999 renegotiated terms and 2008 which had been declared as inadmissable by assembly. raised fact that 7 days of petrol reserves were left and we were wasting parliament’s time in other issues.

3- asked PM again on lecturers issue. he again looked towards khurshid shah and told him to do something fast.

Gilgit-Baltistan reorganization PML meeting

Parliament in the morning- raised thorny issue of net hydel profitand compensation for people of GB for Bhasha-Diamir and all other projects hydel. Got Minister of Water n Power to accept that it was their right. He tried to confuse matters by not being clear on how much for NWFP and GB. But I have started this debate and will end it well for the people of GB.

8 hour marathon legal session. This whole exercise of amending the constitution has been so educative for me since I have learnt from great legal minds in the party and also have been involved in consensus building within the party. The only objective has been parliamentary democracy.
