Press Release Islamabad, September 29, 2009: The PML has been playing the role of real opposition in the country and has constantly raised real awaami issues. However, we have noticed that these issues are seldom resolved by government leading to credibility issues for entire parliament. Thus, we will be monitoring the follow ups of the issues raised in the last session so that parliament is not reduced to a mere debating society. The issue of Blasphemy Law review was raised in the last session on August 3 by minority MNAs who had developed cross party consensus on need for review. It took parliament approx 2 months to call its first meeting of a relevant sub-committee (Sept 30 meeting expected). Despite the fact that the Standing Committee on Minorities exists and also met, its performance was not considered satisfactory by PML, with this committee’s first visit to Gojra taking place after one month of the incident. Also the deadline of giving the report to parliament within one week on the Gojra incident was missed despite commitment given on floor. During these precious two months the minorities of Pakistan have suffered many incidents of violence. The list is long but some of the prominent ones include Kasur (approx 80 houses burnt), Korian Gojra (approx 60 houses burnt), Gojra itself (many people burnt alive), Sumrial (church burnt and boy killed in jail), Chichawatni and Karachi (violence against minority community). We expect the sub-committee on Blasphemy review formed and now meeting for the first time after a period of 2 months since when this issue was raised to deliver so that parliament’s credibility is maintained. Failing which our 6 sigma political reform goals will be at zero Sigma.

Kerry Lugar bill an affront to Pak sovereignty: MNA Marvi Memon

 

The Indian PM has had the audacity of accusing Pak of using terror as an instrument of state policy because Pak government by accepting Kerry Lugar terminology has accepted the same unfortunately. The text of the Kerry Lugar bill is a testament to this issue: “ceasing support, including by any elements within the Pakistan military or its intelligence agency, to extremist and terrorist groups, particularly to any group” This has weakened Pakistan’s international position. And the government needs to explain how it has blundered on this account by exposing its security operatus.

 

Secondly the issue of nuclear monitoring is unacceptable to any nationalist Pakistani. The Kerry Lugar bill mandates that Pakistan should provide US “relevant information from or direct access to Pakistani nationals associated with such networks” This clearly insinuates access to Dr AQ Khan or any other individual which is unacceptable as a policy.

 

The guarantee that terrorism emanating out of India and Afghanistan which destabilizes Pakistan should be controlled is missing in the bill thus making the bill one sided.

 

The Pak government needs to explain whether the Kerry Lugar legislation is only for civilian projects or will it include police reform, equipment and training of upto $100mm. Moreover how much of the funds will be funneled back to the US in the form of administrative expenses of federal departments and agencies needs to be explained as well.

 

It is not clear how US has been given jurisdiction to decide that “the security forces of Pakistan are not materially and substantially subverting the political or judicial processes of Pakistan.” Are they going to check with parliament of Pakistan? What is the procedure accepted by Pak govt for this condition?

 

These issues and many others of actual usage of these funds need to be debated in parliament. The projects decided need to be approved by Pakistan’s parliament so that no chance of irregularities as seen in Benazir Income Support Program are repeated. The aid given in the Kerry Lugar Bill is miniscule compared to what has been offered by US to its other allies. Any compromise on our sovereignty is unacceptable.

Subject: Urgent Meeting of KANA Standing Committee

 

 

Dear

 

Despite my numerous efforts to request you to convene a meeting, it is unfortunate that KANA Standing Committee has only met once since PPP government took charge 18 months back.

 

I would request you to urgently call a meeting in which the following issues need to be on the agenda for discussion:

 

1-      Passing of the self governance order without approval or discussion of NALA (Northern Area Legislative Assembly) or the KANA Standing Committee, despite PM’s commitment; and without a constitutional cover.

2-      The merits and demerits of the Order considering the fact that empowerment has gone in reverse with the Council having a balance of power in favour of federation. And also considering that judiciary’s suo moto powers have been impacted.

3-      The posting of a Governor who is neither local nor neutral during election period and who has constitutional limitations as per Article 103 (2) of taking over as Governor.

4-      The assurances given by the government to Kashmiri leadership that no real autonomy has been given to GB whilst GB political religious and civil society consultations on the same have not taken place and assurances have been made in media that major autonomy has been given to GB.

 

 

 

 

 

 

 

 

 

5-      The stopping of Annual Development Fund for the region since one year causing retardation in development for GB; considering PML had given average Rs 7 billion per year with Rs 5 crore annually per MLA. The insinuations of giving a financial package one month before election as a sign of influencing election results and purposefully delaying development since one year.

6-      The privilege motion against Minister KANA who committed in KANA standing committee meeting of a package better than MNA M.Memon’s bill giving provisional provincial status.

7-      The privilege motion against Minister KANA and Minister BISP for transparency issues and pre-poll rigging through BISP forms. Firstly since as per PM investigation forms were distributed by elected as well as unelected members. Secondly because in order to get payments for BISP forms, NIC cards were kept in custody. Thirdly because in certain areas BISP payments were collected from post office by PPP teams and distributed not just to addressees but equally amongst all village families irrespective of poverty criteria.

8-      The need for reversal of six months of posting transfers which have been started by PPP government as a pre-poll rigging tactic.

9-      The clarification of procedure on postal ballots to be received one day before election day to avoid rigging.

10-   The failure of administration to avoid riots and thus further deaths after bomb in Gilgit on Sept 26, leading to Section 144 and inability to campaign by political parties.

11-   The clarification on the criteria which will be used to determine women reserve seat candidates and technocrats, whether this will be as per National Assembly methodology or some other methodology.

12-  The false allegations launched in an Islamabad press conference by a PPP official against me and my father of not finding candidates and visiting GB with briefcases and check books. These allegations are defamatory under the law, hence legal proceedings will be initiated.

 

Considering the above issues are all important a meeting is necessary. I look forward to a positive response.
